Preeminent Water Quality Attorney Tess Dunham Joins Kahn, Soares & Conway, LLP

Dunham’s vast expertise will greatly benefit clients confronted with legal and regulatory water quality challenges

SACRAMENTO, CA (March 30, 2020) – One of California’s most distinguished water quality attorneys has joined Kahn, Soares & Conway, LLP (KSC) as a partner who will provide her expertise to the firm’s broad base of clients, KSC announced today.

Tess Dunham has spent the past 20 years specializing in legal and regulatory issues related to state and federal water quality laws. Through her years of practice, she has represented agriculture, private industry and some of California’s largest cities, counties and public agencies in front of state administrative agencies as well as state and federal courts at all levels.

“Throughout the state, the name Tess Dunham is synonymous with water quality law and associated challenges with both groundwater and surface water,” said George Soares, KSC Managing Partner. “Expanding our team with Tess and her talent is fantastic for our firm and a major development for our clients who are increasingly confronted with complex water quality regulations.”

“For years, Tess has been instrumental in helping California rice farmers strike a harmonic balance with the environment,” said Tim Johnson, President and CEO of the California Rice Commission, a KSC client. “We’re excited that she will be working under the same roof and seamlessly with our legal and advocacy team.”

Dunham has worked in state government in the California Governor’s Office and with the Department of Conservation. Growing up on a farm, Dunham has also worked for the California Farm Bureau Federation and continues to provide her expertise to a wide range of commodity groups.

A graduate of Boston University and McGeorge School of Law, Dunham participated in the California Agricultural Leadership Program and UC Davis’ Executive Management Program. She actively represents a wide range of clients and coalitions devoted to resolving nitrate, salt and other water quality issues to promote long-term sustainability of California’s water resources, and ensure the needs of farmers, private industries, and municipalities are balanced against environmental concerns.
